Changing laws and regulations have altered CalSTRS’ and CalPERS’ views on reportable compensation, salary schedules, and spiking. CalPERS and CalSTRS have strictly applied the law and regulations when reviewing contract language in employment agreements, collective bargaining agreements and salary schedules.
